If you mean topics, you just made one.
But I'll assume you are talking about subforums, or as the creator of these forums called them, “forums”. You can't make them, they are built-in and can't be changed unless you are an admin or dev or something.

If you mean a whole sub-forum, no. You can make topics in any forum but the announcements though

You just made one, but to make another, just click the “New topic” button in the top left of the subforum page.
