If you have a popular or good project, more than likely, you're going to get exact copy remixes and it's a PAIN to report every single one of them. You can remix exact copies faster than you can report them, so here's my idea to help:
When you remix a game, it is exactly like normal. It's an unshared copy of the original that you get to do anything with. When you click share, instead of sharing, you get a text bubble you need to type in asking what you changed. If the person decides to enter without typing anything or the text is too short (to prevent people from just typing a random letter to pop up the share button), the project will not share and there will be a message saying: “Making exact copies of a project is not allowed on Scratch. Please change something to share your project and credit the original project”.
This part isn't really necessary, but I feel like whatever you typed in the box will automatically be added to the notes and credits.

Support. This is a straightforward solution, is easy to understand, and can banish a lot of these copies. I think the Notes and Credits idea should also be part of this.
Maybe a length requirement of 20 letters?
(although this won't fix downloading the file and uploading it)

Unfortunately, yeah. I don't think there's anyway to fix the downloading besides a script that defines a project as a remix. So you're on someone's project and you download it. In the Scratch Project file, there's a code that says it's a remix and it has the link to the original, so when you upload it, it sees the code and automatically “remixes” the original project.

I could just download the project to my PC, and create a new project. Exact remix. Anyway, support, because it's a very straightforward solution, not confusing, etc.

Credited or not, exact copies are against the guidelines, and also, the remixed by thing doesn't actually count since you still need to credit the original Scratcher.

it would be better for It to compare it to the original, if it's exactly the same, It will tell them,
Please change something before sharing the project

Support. This would benifit so that there are not remixes that change nothing and those “repost if you agree” projects. Although you can backpack an asset, delete it, then put it back and it would be a way to trick that system.

What if someone shares an exact copy remix and writes something that does not imply any changes? I added Mario. He has a 1/1000 chance of appearing each second.
