"Forward" and "Front" (sometimes "More" dropdown → "Front") buttons in online Vector Paint Editor

In the ONLINE paint editor (I haven't tested offline because I don't have it) Why are the “Forward” (action: moving something forward one layer up) and “Front” (action: moving something to the front layer) buttons no longer disabled (meaning you can still click on the buttons) when the selected object(s) are already in the front, unlike the opposite-named/actioned buttons: “Backward” and “Back”? They were disabled before, so why do new bugs get introduced between updates sometimes containing old bugs fixed?

Note: the above-mentioned buttons will still be disabled if you haven't selected anything yet, as they're supposed to — but they also don't do their intended “selection-already-in-front” checks when something is selected.
