Bug in what's happening

My browser / operating system: Windows NT 10.0, Firefox 79.0, No Flash version detected

In my what's happening I see this:

The bug is the profile picture.
In reality, the user has this profile picture:

(I can see it when I go to the profile)
When I click on “Show graphic”, then I will get to this page:

And I get this:

Server Error
Oh noes! Our server is Scratch’ing its head (sa)

The Scratchteam has been alerted, and an army of Gobos has been dispatched to fix the server. Please try again in a few minutes.

Also, it looks like an old page, because the picture is this:

what is the 1.4 logo.
What's going on?!

Restarting the browser doesn't work, neither does hard reloading or waiting.

EDIT: The user joined 5 months ago, 3rd March 2020.

The 403 error is an error page that pops up if a user tries to access a restricted page that they do not have the required permissions to access. It has not been updated unlike the other error pages. It still holds the line, “Oh noes! Our server is Scratch'ing its head!”, and the Scratch Cat used on older versions of the 404 Error.

This error is rarely seen, as in most cases (like on forbidden forums), it uses the browser's error message instead. However, this is used on the Scratch API pages such as when accessing others' backpack data. Many people in the discussion forums have shown support for new art on the page.
