is it ok to make a game with a dark storyline or lore

As long as it's got no blood, gore, horror or violence.
That's my opinion though. I don't usually do storylines.

Why do the ST want to sue you just because you do a bad thing? The worst-case scenario is your project will get unshared and you getting an alert. i afraid i may get sued for the 1st (Be respectful) and 6th (Help keep the site friendly) law of scratch

First, how can you get sued? Suing is only for when you did something illegal and the judge needs to settle it. Second, they aren't laws. Laws are things that all citizens have to follow or they have to pay a fine. If they were laws it would break Scrach's non-profit philosophy.
Anyway, onto your question. It depends on the storyline. Some Scratchers have gotten away with a murder mystery storyline where the murderer doesn't use weapons. I've also seen some SCP projects, but those get NFE'd real fast.
It really depends on how dark the storyline is. A weaponless murder mystery is fine, creepypasta games will get you NFE'd, and games with realistic weapons will be taken down.
Also, blood. Blood is allowed in small quantities, E.g a scar or cut is OK, but more than a drop (in non-medical situations) will get your project taken down or rarely NFE'd,
