Yes. It's open source. You can find the code here. If you want to contribute, create a GitHub account and make a pull request in a repository.

It is, but I'm not sure whether it meets the requirements to be considered Free (as in freedom) Software due to the trademark policy and proprietary plugins.

This is random, but SOMEONE besides me recognizes Linux. Wow. Also, is there a package in the Debian/Ubuntu repository for Scratch? I know there is on the Raspberry Pi repo, but I don't know of anything else.

Rasbian should use debian apt. If it's not installed via apt, noIt is, but I'm not sure whether it meets the requirements to be considered Free (as in freedom) Software due to the trademark policy and proprietary plugins.
This is random, but SOMEONE besides me recognizes Linux. Wow. Also, is there a package in the Debian/Ubuntu repository for Scratch? I know there is on the Raspberry Pi repo, but I don't know of anything else.

As of right now, according to the download FAQs, the only officially supported version of Scratch supported for Linux is Scratch 1.4 (https://scratch.mit.edu/scratch_1.4/) or the web app. I can't wait for 3.0 to be ported to Linux!

If it isn't, how are there so many mods? It must be open sourced.
