In vector mode, you can create vector graphics. While bitmaps consist of pixel information, vector graphics are using lines and curves to create pictures. Advantages of vector graphics are, they're very high quality and require less memory. For example, a circle needs just a few information and you can zoom in as much as you want, without any quality loss.
You can switch to vector mode just inside the Scratch editor, in the bottom right corner you can click “Convert to vector” to switch to vector mode or “Convert to bitmap” to convert your vector graphic back to a pixel graphic.

I can’t draw a black line without them colliding together
I always try to draw a black line, the other black line links to it
I want the mechanics of vector to be exactly like bitmap plz

If you're having trouble with lines connecting to other lines when you don't want them to, you could try drawing a line at a distance, then use the reshape tool to move it to where you want it to be.

I’m sorry but it just is hard for me, and there are a lot mor people that can relate

But if it's hard for you, just use an external program meant for painting like photoshop or krita, export as a file scratch supports and then import it. Please don't necropost anymore.
