it's not scratch that require that bandwidth, it's the devices that the users access scratch with.

I'm glad you want to help out, we have already thought of this we will be using a free and open source platform to broadcast, Scratch don't pay for extra bandwidth because they already have unlimited amount and thy can also make money off other stations from sponsorship because they are ‘helping to bring the younger generation into the radio industry’.

Yes if it was a individual devices hosting it itself it would but when connected to the Scratch site and using the IceCast broadcasting platform it would use Scratch's bandwidth

Of course not! Personally I think you are being a bit to aggressive in your posts. When people post foul things in the top loved and featured projects many users (lots of them being young) see it, this is sorted out with the ‘report’ button and the the user is banned, exactly like on the wiki!
