Yes, for total transparency, use the red slash on the basic color palette. For opacity, use an external image editor such as GIMP and import the image here.

Several ways depending on whether you are importing the image or creating it in the paint editor or drawing it with the pen.

In the costume editor, you can click the white square with a red line through it (as said before), which will make things transparent. You can use this in a gradient where one colour gradually becomes transparent; to do this click the fill button. To the left of the colour palette will be four rectangles which let you choose the type of gradient you want. Click one of them and fill the shape in.
To make a sprite translucent you can use the ghost effect blocks, where 0 is opaque and 100 is completely transparent.
change [ghost v] effect by (25)
set [ghost v] effect to (0)
For transparent pen, I suggest checking the wiki: http://wiki.scratch.mit.edu/wiki/Pen#Transparent_Pen

Please don't post on old topics. The replies about still work in 3.0 and as far as I know there isn't another way to do it. If you still have a question plaese make a new topic for it.
