What is necroposting and why is it not allowed?

I've seen a lot of posts telling other people that their post was a necropost. But I don't really understand what necroposting is. Is it not allowed or something?

Here is a wiki article on necroposting

In short, necroposting is when someone posts on an old topic (usually about a year old or more). However, in the suggestions forum it is not considered a necropost if it is constructive. But for all others it is a necropost if it is posting on an old post

And it's not allowed because doing this bumps the topic to the front page, taking someone who has recently need help off of it.

Necroposting is when you post on a topic that is more than a year old, or you post something that doesn't relate to the topic. It's not allowed because it bumps an old topic up to the front page when it's an old topic.

Also, necroposting includes posting on an answered question, rejected suggestion, etc.
If you post on an old topic with a suggestion that isn't rejected and you can still discuss it, it's not considered necroposting, because you're bringing the topic to other's attentions and discussing it. However, contributing by saying no support on an old suggestion would probably be considered necroposting.
Necroposting bumps up an old topic to the front page, adding an useless forum topic to the very first page. This does not help and can clog up the front page with useless topics.

Just to clarify necroposting doesn't really exist in some of the sub-forums like Suggestions but in others like Questions About Scratch it does.

Necroposting is not really prohibited in the “Things I'm Making And Creating” and “Show And Tell” Forums.
