I think it would be a good idea to stop people from following people just to get followers.
In my opinion, the follow limit should be 999.

Hmm, maybe in a few more hours it will become 9997 then 9996 9995 and so on?
Anyway, I don't think that there should be a smaller follower limit, what would that accomplish exactly?

It seems like the user who followed that many people is deleted.

There is already a following limit. A single user can follow a maximum of 10K people.
I think that is too high though.

If you want to follow scratchers to encourage them to stay on scratch, Why give a limit on how many times you can do that? Also, follow everybody accounts are not doing any harm, all they are doing is following a countless number of scratchers to, again, encourage them to stay on scratch.

This will stop follow-all accounts drastically, and bots. But some people support the work of more than 1000 people and are interested in what they are doing. Also, following more than 1000 people (if you aren't a bot) does not affect anybody negatively.

No support. If people want to follow other people at random why stop them? Every one uses Scratch in different ways and why should there be policing to people who want to follow everyone in an attempt to make others happy(even if it's a weak one). Follow everyone accounts aren't hurting anyone. Before you say Scratch isn't about popularity look at the front page. It can be discouraging to be rejected curration or featured or never be top remixed/loved but those sections are still up. People can ask for F4F if they want to, if you don't just say no, however it's when they push you after you say no it becomes a problem that you can just report.I agree. No support.
