Scratch cannot be use to run on an Arduino since Arduino boards use precompiled C++ code rather than live interpreting block coding like with Scratch. Additionally, the entire program structure is different, meaning that it would be difficult for Scratch to be used to compile into the C++ Arduino code with just an extension.

There is an Arduino Scratch extension for Scratch3, as well as Raspberry Pi, CircuitPlaygroundExpress, and ESP-8266. You can find it here.
