It's when you keep using scratchblocks. This can easily crash the page, which is why it is generally frowned upon.
Edit: It also takes up a lot of unnecessary space.

Take a look at this post for what the general thoughts on blockspam - replying with something like “thank you” in scratchblocks is considered acceptable use. On the flipside, reminding users not to blockspam, especially when the blockspam was harmless, only adds an additional off-topic post to the thread.
