Probably comes down to practice / experience

They are just good or they use an animating program and then they upload the costumes to Scratch.

They probably use another programme/app to do the drawing and upload them.

The most important thing is, like Wahsp said, years of practice and experience. The things that help you gain it include looking at others' art and trying to imitate it (for example, by tracing it), and looking up some tutorials on other sites like YouTube.
In more detail: you're doing so to understand how people make something look good - you're trying to understand the process and the techniques, and you're also training your hand. You're also trying to figure out why your art doesn't look very good - and possibly how to fix it (or you can look up some tutorials).

Using programs other than Scratch is recommended, because they have better tools, but you can't make anything good with them without skills. That's also why I recommend firstly drawing on paper, then moving on to digital art.

They just simply practice. Nobody is born with a skill.
Also, they probably used another programme/app to draw and upload them since the Scratch editor doesn't have a lot of tools and brushes

Being an artist, people ask me that sometimes. All it you need is practice and a good art program. And when i say practice i mean loads of it.

Many artists use other programs, such as Fire Alpaca (yes, I said Fire Alpaca. It's a drawing program, not an Alpaca on Fire.) and they practice.

Anyways, that's all I could say. Practice makes perfect. I was not born with the ability to play the viola but because I joined my school orchestra and practiced a lot, I could say I'm good at it. You're not born with talents, you need to learn them.

It's all a matter of practice and patience. If you are just starting drawing don't expect it to be super amazing right away. TRUST ME, IT TAKES PRACTICE PRACTICE PRACTICE!!! Or if you are drawing, don't compare it to other people because that will bring you down sometimes. I hope this helped!

I tried drawing with pixilart but scratch won't allow me to use the sprites T^T

You need to convert them to a PNG or GIF file because scratch won't take PISKEL files!

It takes a lot of practice! Even my art from around a month ago is enough to give me nightmares!
I'd also suggest a free drawing app such as Krita or FireAlpaca. Drawing in the Scratch editor is hard.
Maybe once you've gotten good enough at drawing in that app, you can get a tablet, which make things a lot easier.

Just because you have a fancy drawing app does not make your art go from not so good to amazing. You need to practice a lot and if you believe in yourself you can make really good art in the Scratch editor.

They Generally Use Other Programs Like Photoshop Etc
For More Detailed Images.
