Fnaf game kit
FNAF isn't allowed on Scratch.Well… it is, as long that it is appropriate for all ages.
This means that a big part of the story, the gameplay, and graphics are not okay (so I'm sorry, but you won't get your toolkit here).* However, a Foxy dress up game or (not scary and not containing blood) fanart is fine.
As a general rule of thumb, nothing beyond the scariness level of Luigi's Mansion (3?) is allowed.
*Any jumpscare that really can be counted as a “jumpscare” is reportable. Adding warnings doesn't change anything at all.
You can read this for more information.

Hm, what if it's a sarcastic FNAF game with sarcastic & funny jumpscares, would that be allowed?

Depends on the kind of sarcasm. I guess really mild, non-offensive jokes would be fine.
Funny jumpscares are kind of a controversial discussion right now. I guess a dolled up Bonnie would work provided horror is completely out of the equation. It's really subjective and this is a rather blurry area.
To stay on the safe side I'd probably limit your “jumpscares” to characters briskly walking into a room.
the gameplay
That's wrong, actually.
I believe massively toned down FNAF clones (toned down as in: removing every bit of horror) are fine. So something like Five Nights At A Cartoonish Candyland would be perfectly allowed. You'd have to be careful about the content though.

I don't consider Luigi's Mansion 3 horror at all. I've watched a bit of gameplay (admittedly, only a few minutes) and there's no scare element. If you can point out a rather creepy section in the game please do tell me, though.

Not support.
This will make FNAF project a lot easier to make.
Also, if FNAF was allowed in Scratch, ST will never add that kit.

FNaF is allowed, but highly restricted.
Seriously though, any person could make a FNaF clone using some squares. Not the same experience, but it kinda works.

I think this would be a copyright issue, wouldn't it?

FNAF isn't allowed on Scratch.
Fnaf is mostly banned on scratch, but a dress-up Bonnie game is not banned, but i'm sure it's marked as NFE or something like that.

Probably not. Just saying it won't make you end up in some kind of legal battle with Nintendo.
