Change the Explore Page algorithm.
I think we've all seen those “Scratch has changed…” and “Scratch isn't what it used to be…” projects many times before. I generally disagree with them, but I saw one today that brought up a point a have to say I agree with…
So Scratch is all about creativity, right? Not follows, favorites, or loves? Then why is 95% of the projects on Explore by famous people who have a lot of followers? The issue is that many (not all though) of these projects are very short and have very little creativity in them. But, being famous, they know that it doesn't matter how little creativity they put into their projects, because they, no matter what, will end up high on Explore. And then there's the “unfamous” people that put a lot, and I mean a lot of creativity into their projects, and never see the light of the Explore page. Yeah, I get fame is “all about luck”, but that doesn't make it fair that there are so many underrated Scratchers out there that are constantly being drowned out by the famous ones…
My Suggestion is that we need to create a ratio system that will take one's followers into account when putting projects on Explore. The more followers, the harder it is to get on explore. The less followers, the easier. This will automatically knock down a lot of the famous Scratcher's projects, and bring up a lot of the unfamous's projects. Would this be fair to the famous Scratcher's though? Of course. They already have thousands of followers, so there's still a lot of people that will see their projects.

Anyways, support. This would lead to a lot of the unknown scratchers with really good work to get more noticed. I don't see any downside because if you're famous, you won't mind not being on Explore because you're still famous. If you're not famous, you'll have a greater chance at being on Explore which is good.

Support. All of the explore pages are either “mIneCraFt pLuS mAriO: a ScRolLinG pLatFOrmEr!” or made by very popular scratchers. What makes it worse is that there's only 3 options in the explore page: “Trending”, “Popular”, and “Recent”. Two of those things are based purely on popularity.
honestly, i liked scratch 2.0 the way it was. 3.0 is not nearly as good.

Yes! I totally agree. Aren't we all tired of having those cheap stickmen animations and generic, plain platformers on the explore page? There are tons of better content out there and nobody views it. It's not fair to the underrated to be not seen, it's always the same people on the explore page so Scratch needs to make this. Also the system should be able to see if the Scratchers not only has lots of followers but has a history of showing up on the explore or front page. I guess famous Scratchers can be on the explore page but maybe the explore page can now be dedicated to the underrated Scratchers and the front page can be for the famous Scratchers. It's a win win!
Edit: The featured project row is actually pretty good at getting unknown Scratchers famous, even more than the famous ones so maybe a 90% support on that. Also WHY DID SCRATCH POST MY REPSONSE TWO TIMES REEEEEEE

Support! There are some INCREDIBLY underrated scratchers who have a lot of talent, but they're not noticed because of the kids with 10k+ follows! They should at least add a bar on the front page that says Underrated Projects Of The Day or something like that!

Remember, in order to be trending, make a copy and paste “character” and have them talk about RELATABLE things!!1
I fear that if the face of Scratch to newcomers is the explore page, they might solely see it as a “kid-friendly newgrounds” instead of a powerful educational tool.
Variety from many different Scratchers will definitely improve the image.

I support this! I want to see fewer platformers and more innovative things, show the world that even with something as simple as scratch, you can get a lot of variety. I've talked to people about scratch recently and they said, “Oh, isn't that the platformer maker???” or the gist of that…
And being popular brings a whole lot of bad soup nobody wants, such as impersonation, password-guessers, and trolls.
I say that we need to put “Recent” on the home page.

I support this! I want to see fewer platformers and more innovative things, show the world that even with something as simple as scratch, you can get a lot of variety. I've talked to people about scratch recently and they said, “Oh, isn't that the platformer maker???” or the gist of that…But if 'recent is on the front page,

Being a semi-famous scratcher this is an intresting suggestion, on one hand, I would love it if those underrated scratchers got more love, but on the other hand it seems like if an underrated scratcher does make a really good project it gets popular anyways. A few of the scratchers who are famous now I have seen get famous because of one or two projects, these scratchers include diggerboy12, noodlebot743, sharkyshar, sushi1000, and many more, this includes myself, of course famous scratchers have to consistently continue releasing projects to continue gaining followers, but if you release one good project or animation then that can gain you up to 1000 follows.

Relating to your earlier point, it all depends who sees that project. So if they didn't know about the forums or never advertised, no-one would see it, but if they did in various ways, a ‘famous scratcher’ might favourite it and then it would become absurdly popular.

This. I mean, look at DANISON's “Nothing Experiment” (which I am still convinced this suggestion is based off) where he literally made nothing and everyone loved it and it got famous. IT WAS NOTHING!!
