Updated the Federations list, replacing the Global Orders Center 2.0 with the Global Orders Center 3.0.

The vote is officially over!
RESULTS:
The vote ended with a tie between cubbywindowsdpc and Keyboard-Cat, so now it is up to me to be the tiebreaker. Since Keyboard-Cat's alt was the owner of the GOC 2.0, I feel like it would be a little weird for them if they become our advisor to 3.0. So that means that cubbywindowsdpc gets the position of advisor!RESULTS:

IMPORTANT UPDATE
Due to the fact that we have a lot of orders none of our workers can complete, as well as almost no workers, this shop will be closing temporarily until we can gain more workers of all skills and abilities.
The orders that have already been placed will remain on the UOC, but no more orders will be accepted until the shop is re-opened.
