Add Ocarina to the Music Extension
There's a game that I'm making, and I want to add a little bit of Zelda influence to it, an ocarina that the player can play. However, I can only get five notes by pulling the sounds from Ocarina of Time. I want Ocarina added to the music extension. It'll be useful in making Zelda games that contain custom songs because you'll be able to use all sorts of notes without having to pull any notes from Ocarina of Time or buy your own Ocarina to record yourself playing.

Ocarinas sound similar to flutes, so I guess you could use the flute instrument instead?

The Ocarina wasn't invented by Nintendo (surprisingly); the type of ocarina that Link uses in that game dates back to 19th century Italy and predecessors have existed for thousands of years prior (from the research I've done). If the ST used the exact sample from OoT, then they'll likely get in trouble. However, the sound of an ocarina itself isn't copyrighted. you're forgetting the copyright problems.

I feel like this would create a bunch of problems:
“Hey, if the ocarina is Scratch, why not X? X is a part of my culture!”
“Yeah, put X in Scratch!”
“No, put Y in Scratch, it is more important and influential!”
“Well, if we're going to put in those, why not Z?”
..and so on and so forth.

Yep. If they make an exception for one instrument, they'll have to make exceptions for all the others too. I feel like this would create a bunch of problems:
“Hey, if the ocarina is Scratch, why not X? X is a part of my culture!”
“Yeah, put X in Scratch!”

“Well, if we're going to put in those, why not Z?”
..and so on and so forth.
If you really want an ocarina in your project, you can upload the sound of a note being played on an ocarina and use the pitch blocks to alter which note it plays.
