Personally, I think it'd be easier for everyone if the ability to make any suggestions was rejected, so that way no one has to discuss or decide whether or not a suggestion made should be rejected. I believe the positives outweigh the negatives with this one.

Yes, this is correct. If we reject the ability to reject suggestions then our only other option is to ban people for posting rejected suggestions.
