My internet's being a little slow today, so one of my projects took a couple of minutes to load properly. During this time the text under the loading animation changed to “Inflating Gobos.”

Is this a normal thing for when it's loading slowly, or preparation for April Fools, or does it have some other special meaning?

It's simply a joke, or an Easter egg. It's been here since the official release of 3.0 (January 2019).

Here's a little secret about the Scratch loading screen: It's been meaningless since Scratch 3.0 came out. The loading messages are completely random. (AFAIK)

What would be nice is a progress bar or at least loading messages that actually mean something instead of ones that remind me of Valve's loading screens, but I guess that's the ST's choice, especially if they're trying to make Scratch appeal more to small children.

You are right, Scratch 3.0's loading screen also says “Loading extensions” even for projects with no extensions. There is also “Herbing cats”.
Edit: and “Transmitting nanos”.

Yes, this is meant to happen, it does random things and mine has said “Inflating Gobos”, “Herding Cats”, and “Preparing Emojis”. This is completely random as i have none in my game. The code for loading messages might look like this;
<Verb::Noun::Load>
