The Official List of Rejected Suggestions
I know featured users is rejected, but is recently joined users rejected? As far as my knowledge goes, featured users are not rejected.
It might be pretty useful in helping people make new friends and get used to the site. It’d be similar to recently shared projects, but with users.
However, there is a problem with “Recently joined users”. People could make a username consisting of a random sequence of letters (such as “bnstkgfb”) and set an inappropriate profile picture.
And not showing profile pictures won't solve the problem - as an example, if “fish” was a bad word, then people could've made “f_i_s_h”, “-f-i-s-h-” or “Fl-SH” (it's actually a lowercase L). There are so many ways to get around the inappropriate username detector that it is practically impossible to stop inappropriate usernames from appearing on the hypothetical “Recently joined users” row.

The Official List of Rejected Suggestions
Is allowing people to remove their individual locations rejected, or only removing the location feature entirely? It might be a good idea to allow people to set their location to “Location not given”, since you mentioned the location is for collecting analytics and then immediately suggest lying about your location, which obviously would add false analytics and may be better suited to allow people to opt out formally.Removing the location feature entirely is rejected. I don't believe a setting such as “Location not given” is rejected. The same thing could be accomplished with Antarctica (or any other country that you don't live in) but a “Location not given” setting could be an idea. But you may notice in the Statistics page that there are 0 Scratchers from Antarctica. So, I think we ignore those users anyway — but a new user wouldn't assume that we don't count statistics from those in “Antarctica”, so I can see how “Location not given” might be a good idea.
What if there was an option to give a made up location for people who aren’t comfortable with sharing it? Maybe under location settings they could have a few fake locations, such as The North Pole or Another Universe Far Far Away?I remember seeing a suggestion like this. I don't think it's rejected, but I don't see how it could be useful. As from above, setting your location to Antarctica accomplishes the same idea.
I know featured users is rejected, but is recently joined users rejected?I don't think either are rejected (I could be wrong, though). However, I don't believe there's a good chance that we would implement either one. I think it's better for the front page to be project-focused and studio-focused rather than user-focused. Recently joined users could be problematic for the reasons that @WindOctahedron stated. It could also be problematic if someone creates several alternate accounts in an attempt for all of them to be front-paged.
It might be pretty useful in helping people make new friends and get used to the site. It’d be similar to recently shared projects, but with users.

I do not think "Recently Joined Scratchers feature would be as helpful as M1mikyu wrote. Also WindOctahedron has shown a nice reason.

Do you delete things to the list?I don't remove stuff very often, but I have before. Those suggestions are still rejected though (e.g. “Remove the phone number censor” and “Ban voice acting”).

Why do you remove them? Are they too obvious?

Yes.
I'm not saying you shouldn't have responded, but just saying that I'm expecting an answer from OP (although it's technically obvious that it's because the suggestions are obvious).

Not only are they obvious, but I couldn't find a forum topic that was closed by a Scratch Team member explaining why these were rejected. It's like as if these weren't even suggested in the first place. So they also go under “not suggested often.”I don't remove stuff very often, but I have before.
