Emojis in projects?
I was wondering how to get emojis working in Scratch projects

If you mean moving images, you can simply go on the internet and search for the moving image, so if you want to look for animated rain, just search up -animated rain- , and make sure to add the word transparent. You can save the image and then import it into your project

Emojis in projects?
The emoji usually used in phones are part of the Unicode standard, so you should be able to use them in project titles and projects alike if your browser supports them. You can copy and paste them from another page, or use an emoji keyboard app if you have one in your computer. I just checked and they seem to work fine:

Emojis in projects?
If you are using a mobile device, (or a Chromebook), you could insert emojis when you are typing text in one of the sprite's costumes.
