No, scratchstats.com (not .cf anymore) tells me that andresmh's account ID isn't 1.
No - but there are no existing accounts with lower numbers. Besides, @andresmh actually created the website so it makes sense that his would be the first real account

For the record, there was an account with user id of 1 - its @wrgsfhwbxvb. But there was never any activity on it and I'm pretty sure it was just a test. It's been deleted now.

how do you see the user id?
He's a Scratch team member, and the user ID can also be found from the username. A resource for this is ScratchStats if you're interested.

the oldest project, is still accessible but only from forkphorus, here .The first ever project shared, unfortunately, it was unshared some time ago.

It is not possible to find the first project on scratch because it has been deleted. Let me explain how I know this.
If you are on a similar device to me or a PC, you can go onto a project and at the top of the screen, you see a link.
You may use this as an example:https://scratch.mit.edu/projects/343892767. The numbers at the end represent what
number project it is. So, if you click on the link, you can change it and write 1. This should take you to the first scratch
project. However, this project you are looking for must have been deleted because the scratch server will say “Whoops!
Our server is Scratch'ing its head”.

The oldest REMAINING Scratcher is This which was a test account. Andresmh is technically the oldest user that's not a test account. The oldest REMAINING Project on Scratch is This which was made by the first Real Scratcher.

Visually, yes, but certainly the account was not made back in 2000 because Scratch did not exist then. I don't know when this account was actually made in relation to @andresmh. From what I've heard, supposedly the oldest “real” account (which has since been deleted) was @wrgsfhwbxvb.
