GIFs on scratch 3.0 help
Scratch 3.0 does not support GIF images. Sprites with GIF images would only show the first frame. Assuming that Scratch does not have an image format filter, GIFs may confuse the Scratch sprite or backdrop creator. Scratch 3 was also released not that long ago, so this may play into the issue itself. If you can, try converting your GIF into an image and try uploading it.

GIFs on scratch 3.0 help
-snip-This is actually false, Scratch 3.0 does, in fact, support GIFs. Each image turns into its own individual costume, and then you have to make the code that makes the GIF run.
Now for the question, how large was the GIF? I'm not sure why this is happening, but this might help others be able to solve your problem.

Note that there is a 10 MB asset limit for all assets, and I'm guessing that if your GIF is over 10 MB, it would be unable to import into Scratch.

Yes, there is a 10 Mb limit, but if it is over 10 mb, maybe get clips of the gif, and code it all together.
