Select the whole costume and move it in the editor. The centre of the costume area is marked a little more clearly than before.

Centering a costume
I'm still not understanding how to center a costume in 3.0. What if you draw the costume how do you know when it is centered? I miss the centering tool from 2.0. Is there anything similar that I am not seeing? The main problem I'm having is when I program and move the drawn sprite around with the arrow keys, it's hopping all over the place.

The centre of the costume area is marked - perhap try zooming in. So you position the costume so it is centred (as you want it) on that mark.
I've just had a quick try and found the following works reasonably well (at least for Scratch cat). Use Ctrl-A to select the whole costume and move it to one side so you can actually see the marked centre. Adjust the scrolling if necessary to get the centre in a known position. Then just move the costume to where you want it relative to that centre.
If you want to make the centre more visible add a coloured dot there after moving the costume to one side. Now select the rest of the costume and move it using the dot as a locator. Delete the dot when you're happy.

@Deck26 Scratch 3.0 was supposed to be an improvement over Scratch 2.0. It is more difficult to use, the colour matching for the blocks are not appropriate. And there are other drawbacks.

I'm just answering the question! Some things are certainly not better at the moment but hopefully in time will improve. In the meantime if someone is struggling with something that has changed I'll continue to try to help! @Deck26 Scratch 3.0 was supposed to be an improvement over Scratch 2.0. How do I center a costume in scratch 3.0
You can't centre sprites in Scratch 3.0. You could manually move it to the centre or put a dot in the centre and align it like that. If you want to make your sprite bigger when it is in the centre, hold down ALT and drag one of the corners while selected.

Thank you for the tip. I learnt something today.

Export the costume image then import it as a new costume and Scratch will automatically center it
