I found this post about an earlier election that specifies that only members can vote. However, it's not part of the laws so I'm not sure how much this can change.

As the representative system was not fully running yet, we used shop based voting. It is in italics because I forgot to change it but we voted on it a month ago, however I’m not going to edit it just so it is obvious I’m not changing anything.
