It should be, because you can just have a script that will scan through your post searching for [quote=an existing username] and then it will send a message to the username and with a link to the post.

Well the way I was thinking of it would be kind of like when you press quote, your topic is marked as a reply to the user you quoted - that's the only way it will send them a message, if you push “Quote”. You can then unmark it as a reply, and if it is still marked as a reply when you submit the post, it will send a message.

Of course, if it would require a complete forum rewrite just so it would be possible to implement, that isn't so great.
