Can Scratch link be downloaded on Amazon fire, ipad, tablets etc? If so how?

You can download Scratch Jr., but actual Scratch is not an app.

He's not talking about Scratch itself, but Scratch Link, which is required to use certain extensions that connect to another device such as micro:bit or EV3. Either way, the answer is no.
