It's quite possible that they could make it without being glitchy, since 2.0 is very different from 1.2 when it was removed.+1 . Scratch 2.0, even though there are sources where Scratch 2.0 is said to be more unstable than the 1.x series, Flash should have enough memory and CPU to be able to run the water ripple effect if they really wanted to add it in, but the water ripple effect is quite unnecessary.
Support for the blur effect.

Like the other effects, pixel and other. But add a blur so you can blur objects.

This was removed from Scratch in Scratch 1.2 along with saturation and pointillize, but what if it will be in Scratch 3.0?

This was removed from Scratch in Scratch 1.2 along with saturation and pointillize, but what if it will be in Scratch 3.0?I believe saturation is going to be present in Scratch 3.0
It can easily be used for ### scenes.I cannot see how you arrived at this conclusion, like seriously? It seems as if you have specifically tried to think of a extremely obscure reason specifically to no support a suggestion. Please don't do that, it just creates negativity.

Support. I believe it got removed because when Scratch first came out, the programming language used in 1.x wasn't that efficient and also computers couldn't handle it. Technology has evolved, and Scratch 3.0 is going to use HTML (or was it Javascript?) so, this would work.

I can confirm about the Blur Effect - Removed back in 1.2. I suppose you could use the Whirl Effect for now. Source

We need bigger limits on our Scratch Project data limits and also more costumes then, if they removed the Blur block on purpose…Also it needs to support everything there can be on SVG files.
