Not quite.

I once experimented with Scratch 3.0 project to SB2 conversion back in 2016. At that time, however, Scratch 3.0 was in it's early stages, and the prototype projects didn't have files, but instead had XML codes. I made a tool that had the potential to convert those XML codes to SB2s in the sense that it had the foundation programming for such a tool, but I never actually got a working conversion going.

However, that old tool wouldn't even begin to work on a modern SB3 file, as it was designed solely for a playground XML code. After that attempt, herohamp tried to create a similar software, but didn't get as far as I did. AFAIK, no one is currently working on a tool that converts true SB3s to SB2s, and I gave up on that old converter for reasons explained here.

Back on topic: I also would like to know. I know that Junebeetle's converter creates a completely blank SWF, and I can't figure hook out.

I'm afraid I'm not.
Right now, your best bet would probably be to manually port the project to 2.0.

but what happens if you rename the .sb3 file to a .sb2 file?

It doesn't load correctly, because Scratch 2.0 wasn't designed to handle SB3 file codes.
The file extension is not the only distinguishing factor.
The actual information that makes up SB3 files is fundamentally different from the code that SB2 files are comprised of.

ok then ill try to download the sprites to files and open them in scratch 2 offline editor

I think it's been pretty well answered by now. There is a sweet .sb2 downloader out there, but that's currently the only way to access your old projects that were designed for Scratch 2.
There is currently not a converter.
