I never said you said it was. I was just using the saying to get my opinion across a little.

At this point I don't even know what to say. So I'll weigh your definition based on someone I know better than anyone else: me.
I see myself as “not generally well-known”, because I don't see people referencing me as a great Scratcher (just PZ7 and Griff), although my follower count says otherwise. Those are mainly just my IRL friends, Follow Everyone accounts, people I've approved the accounts of on the Scratch Wiki, and people I've helped in the now obsolete Scratch Helping Team.
I help people a lot and try to be as active in the Scratch community as possible, but my projects might not be so “great”.
But there's another ambiguous term right there: how great is “great”?

If we were to make this feature fit to the definitions given by you and the OP, we would need better ways to weigh “unknown” scratchers and “great” projects. And I see a worst-case scenario: “unfollow me i'm trying to meet the requirements for featured scratchers”
If we were to feature just about every Scratcher suggested, we will see people making alts to get their mains featured, friends making deals like follow4follow, and more experienced Scratchers complaining that the Featured Scratchers row doesn't really mean anything anymore.
And if we were to set forth requirements similar to that of Featured Projects, we get the “excess” I mentioned.

Are there any other ways we could do this? I'm really curious, and we may even reach a compromise that would work for both of us. It's happened before with stubborn ol' me and others on the Wiki (even though I was on the majority side that time).

i have grown as a person. and ive grown, literally. none of my posts from before 2022 represent me accurately.

I do see your point, and maybe it would refer to Scratchers who ST decides on, perhaps based on one or more of the terms I said above and not necessarily all of them. I think the worst case scenario is unlikely, as the same principles would apply as Featured Projects (I would imagine), and I think it would be highly improbable that ST would fall for something like that.

Very true. The point is that it will majorly intensify if we place more focus on the user rather than their work.

The arguments in here are pretty much like this (project-featuring for example):
OP: “Scratch Team, I suggest you feature a project by a less-known Scratcher every day”
Proponent: “Support, this will greatly help to balance fame in the community and open new doors to creative programming”
Opponent: “No support, people will be upset that they didn't get their awesome project featured and will say mean things and will leave because they aren't getting the attention they don't deserve while the featured user boasts that (s)he got featured”
Seriously, people are overlooking this as a horrible idea because of fame. Sometimes featuring one project allows only a small view of a Scratcher's potential, but featuring a user would reveal all of his/her programming potential and creativity.

So to feature a Scratcher, another user must provide an explanation of his/her potential, creativity, helpfulness, honesty, or other traits that should be praised in the community. The Scratch Team can only feature one user a day, and users can remain featured indefinitely until another user is elected. Here are some reasons users may be featured:
This user was featured because (s)he helped dozens of other Scratchers with their scripts on the forums.
This user was featured because (s)he created many helpful tutorials for other users to benefit from.
This user was featured because (s)he dedicated his/her time to stop online bullying and gave many nice comments.

I support this idea, I feel like this will be a great idea for the website. Though reading through some of the replies I think they are mistaking a few things, so let me clear some things up.

Some saying this will bring unfriendly competition to the website? Oh, those people must of forgot we have several other rows that may bring in unfriendly cometition. Let's not forget that these rows on the homepage DO NOT bring in unfriendly competition, so that just throughs that out of the cons window.

Now people are groaning about fame… Seriously people? Your making fame seem as if it is a bad thing. Fame is a wonderful thing, it shows that you have people how desire to be like you, it means your setting a good example. Though fame can be a complicated matter to new users, in all honesty, fame is the only way your projects are going to get greatly recognised. There's another con knocked off the list.

Now let's move on to why users would get featured if the row was supposedly added to the Scratch website. Well, it would be more then just their projects that would get them featured as ProdigyZeta7 pointed out:

This user was featured because (s)he helped dozens of other Scratchers with their scripts on the forums.
This user was featured because (s)he created many helpful tutorials for other users to benefit from.
This user was featured because (s)he dedicated his/her time to stop online bullying and gave many nice comments.

Nice move there, ProdigyZeta7. Any other con about this suggestion, tell me, please. Becuase I am sure there WILL be a work around to it.
