I will have to petition the court to hear my case, the owners should not decide because of their personal bias. A court would circumvent this issue because it is made out of several people.

However the court is made up of judges, whose role is to abide by the laws and remain neutral.

Perhaps a solution would be to randomly select a few judges, a few shop owners and a few members to all put vote for a candidate…

(Especially as @hellounicorns2 appears to be inactive. )
