Scratch already uses a blacklist for the comments. So I don't see why the projects would have different rules… And for the second thing, just read the posts. I've already answered that.
I'm pretty sure it uses both a blacklist and a whitelist.

No, a whitelist to make stuff that is bad, okay on the comments. That spam will slip in because it is not affected by the blacklist. The whitelist is for that.
