Scratch 3 offline editor

Will it be available as a update to scratch 2 editor or we will have to download it from the website separately?

According to the Offline Editor page: “The Offline Editor can update itself (with user permission). It will check for updates at startup or you can use the ”Check for updates“ command in the file menu.”

So I'm assuming yeah, you'll be able to update to the new one
