If a user could make unlisted projects that only certain users can view…

Scratch's motto is "Imagine, Program, Share". The Share part is, well, sharing your project with everyone, so that feature wouldn't adhere to the motto. The ST wants all content shared on Scratch to be freely available to everyone.

Plus it could lead to inappropriate content and PMs, which is a rejected suggestion.

Too bad we can't blend colors anymore…
