Well yes, for conversations in Portuguese. You will note that this discusses a Scratch translation for the Portuguese language, which belongs in Translating Scratch.

The tips are only translated into other languages for the online editor. The offline editor download would be too large if we included all the tips translations for all the languages.

Maybe a plugin architecture could help with that in the future, if there's development budget for it?

We're looking into ways to have tutorial translations available in all versions for Scratch 3.0. However, it may be a download option. For example, download a version that supports English + Portuguese. It's still in development, so it's not completely clear how it'll work right now, but it will be better than 2.0.
