Howdy-doo y'all, it's chipguy back from a rather prolonged scratch break. i have noticed that scratch 2.0 is out! thats cool and all, but is there a way to download the “create” part to may desktop just in case i'm without internet and in the mod for some scratching?

There's a way to download projects, but you still can't view or edit them. An offline version of 2.0 will come soon.
