This sounds amazing! Why not allow the reading (not setting) the variables of another project? When used in the set variable block a popup would pop up explaining this and the block would return to it's previous value.

Couldn’t someone use it it to record the username of everyone who visits other projects they made and only allow a user to use play their project if they viewed all their other games? This sounds very similar to something rejected.

Paddle2See wrote this on a suggestion for notifications when a project is viewed.
As for a message telling you who views a project, we're not going to be doing that because it could lead to a lot of traffic on the inbox of some Scratchers - and it could lead to drama about who is or isn't viewing projects.

Ability to see who viewed a project is also in the Official List of Rejected Suggestions, where Za-Chary wrote:
Views are different from loves and favorites in that users can view a project to see if they like it, and then love or favorite the project if they do like it. With this suggestion, some drama could be started if a user sees that another user viewed a project, but did not love or favorite it.

Even though it is already possible to see who viewed your project with cloud variables, I think this would make it a bigger problem.

They could still restrict access to the most recent 70 or so viewers of all of their projects.
