I think a better Fear Rattata in balanced hackmons would be:

Rattata Lv1 Item:Focus sash Ability:Scrappy
Moves:
Endeavour
Extreme speed
Fake out
Toxic

Scrappy allows Rattata to hit ghosts. Extreme speed has a higher priority than quick attack. Fake out would allow another Fear Rattata to finish off their foe if somehow the previous Rattata faints before dealing the last HP. Toxic is to deal with Shedninja who would otherwise stop this set due to 1hp study.

Also I don't think M1mikyu forgot quick attack. Bullet punch is a +1 priority move and quick attack is a +1 priority move so because the Hitmonlee's speed was faster Rattata it hit first. Also Fear Rattatas can only take down 1 pokemon per Rattata.

I created one but it also has Raticates and the alolan variants.

FEAR sucks when you're fighting a ghost type.
