I believe that the stricter the program, the more some people will try to find a loophole. The only thing that scratch can do to make it 100% bully free is have moderators review a comment before it is posted. And that would take a long time. all we can do is create a program with a medium level of security (so it isn't to trigger-happy).

There is no way that any automated filter can catch all the inappropriate words - people are just too smart for them! That's why we also have the Report button and depend on observant Scratchers like you to let us know when there is a problem.
