There isn't a B emoji. If you mean the eggplant emoji, it was removed due to inappropriate usage.

As long as it is not clearly visible you should be ok.

Only certain approproate emojis show up on Scratch.

You can't type it on Scratch. This isn't because it's considered inappropriate, but because Scratch has a bug that stops you from typing many Unicode characters (specifically anything above U+FFFF), which includes most emoji. The bug affects both comments and forums but shows itself differently (in comments you can't post it, in forums it cuts off the rest of the post).

It's impossible to type it because of a bug, but it's still inappropriate in some contexts (most) as it is used to censor a racist word.
