Not at all true, the repeal of net neutrality hasn't even gone into effect and ISPs that promised not to block or throttle are already trying to block and throttle as much as they possibly can. And no, ISPs are not going to stop at malicious traffic, they are going to block and throttle their competitors and anyone who speaks out against them. Net neutrality is a necessity to stop ISPs from abusing consumers.
