I am also using Chrome OS but as a personal home laptop until my parents get me Windows 10.

I GOT A SOLUTION TO THIS PROBLEM! IF IT FREEZES, HOVER THE QUESTION MARK ICON ON THE TOP RIGHT CORNER IN THE SCRATCH PROJECT!

I'm not sure if this is strictly related, but it freezes when it tries to save as well as freezing out when I look at other tabs. I'm using a chromebook.

So, that would be related. Also, instead of saying “chromebook” just click the little Earth to the right of the emoji dropdown.
As for me, this is a problem. As people are blaming this on Flash probably means this will be fixed in 3.0, which is in HTML5.

Most likely. Scratch 3.0 is being written almost entirely from scratch, which means the problem will be most likely fixed.

When the editor freezes, you can still do stuff, like save your project. It just doesnt show it. Just click “Save now” and refresh the page.

Is this still an issue? I never have this problem and I've only seen people with outdated Chrome or Flash versions have this issue. It was fixed for me ages ago.

Same it goes to 240, when I switch tabs on my chromebook

Also, reloading doesn't fix it for me.

EDIT:
Apparently, the problem is mouse input for me. For some reason, it always says the mouse is at -240, and, big surprise, right clicking on stuff makes the little right click menu show up at the left of the screen, regardless of the x position of the mouse. However, the Y pos is normal.
