Just because Mexico doesn't have snow doesn't mean it can't have a movie translated into Spanish to be viewed in the country. And Mexico isn't the only country that speaks Spanish. There's also Spain, which is where Spanish originated. And Spain gets snow.

Besides, I have the Frozen DVD, and when I checked the languages in it, Spanish was among them.
