I want that character as my OC.

The character belongs to Zag animation. You can't use it as your OC, because OC generally refers to an originally made character. Cat Noir is an existing character, therefore he doesn't count.

I could try make a drawing of him, but be warned effects such as cataclysm are not my forte.
