why doesn't my picoboard work

i swear ive tried this on 3 different computers since i got this in 2014 it never worked the driver installation says it completes but i cant find ports com/lpt in my DM and everything else didnt work

my mom paid a good 45 bucks for this and it isnt even working

online and offline my green dot flashes yellow and green

the rx (recieve) and tx (transmit) lights flash so it is working

and yes ive tried online offline and 1.4

My browser / operating system: Windows NT 10.0, Chrome 63.0.3239.84, Flash 27.0 (release 0)
other pcs: windows 8, 7

i like making frankenstein css (using stylish to paste css from one website to another) and results are either good or bad FLASHLIGHT IS FEMALE!!!!!
