Scratch Rules
I bet a lot of you have seen lots of new scratchers (and old) post lots of advertisements on featured projects. That is against the rules. But they didn't know that was a rule because if they just joined, they've probably only seen the community guidelines. Advertising is not mentioned in the community guidelines. So what I'm looking for is a page that lists all the rules. If one already exists, please comment a link to it. Also, I would like a clear definition of everything that can get you banned. For example, if we were talking about being mean, it could mean something from “that was a bad project” to “you are a terrible person, why are you even on scratch”. There could also be confusions. A person who says, “project needs to be better” might have meant to help them, but somebody else could interpret it in a different way.
So basically I would like 1. list of all the rules in one place 2. details on what you can get banned for

This is the suggestions forums, so therefore this topic belongs here. I agree though this seems more like an suggestion to me.

Well, what if it was in another forum before and got moved here? There was a 7 hour time difference between when you posted and when CODDERJXY did.This is the suggestions forums, so therefore this topic belongs here. I agree though this seems more like an suggestion to me.

I feel like instead of a whole new page, all we need is a disambiguation page for the Guidelines. A lot of the community guidelines aren't too specific, there are many things that fall in them that aren't clearly expressed. Support

From what I've understood of your post, you are suggesting that we have a page that lists all the rules and how/why you'd receive a punishment. Make sure during your posts (to clear it up a bit) you press the “Enter” or “Return” key twice. That will separate your ideas from each other, making it easier to read as a whole.
Looking back to my main focus, we do have the Scratch Community Guidelines. Here is the problem: I just tested opening a new account on Scratch. The page did not give me the Community Guidelines when I joined. That is a HUGE problem and the main reason new Scratchers don't know how to behave when they come here.
So yes, I guess I would agree that we need a small midpage popup after they verify as a new Scratcher to see the Welcoming Committee and the guidelines (it would also kind of be like an AD, you'd have to wait 5 seconds to close it, giving a greater chance of them actually clicking it.)

Support for a better, more specific version of the community guidelines to show up when you join. I think, as a lot of scratch's users are young, this would be best done with simple wording and pictures, using the Scratch Cat and co to visualise the rules, and presented in some kind of way that means you don't have to scroll.
