It has a purpose. It helps when you have 500 scripts in the same sprite and need to see more of them at once.

So all you gotta do is open up the Scratch 3 window (GUI or develop), then click the menu button, click more, then click “Add to desktop”

I'm pretty sure it's temporary; I don't think a three-eyed cat would be used in something that is also targeted for children

I could be just an error that the artist made, or maybe even a redesign of Scratch Cat as we know it. However, I do agree with what you are saying, it probably will just be temporary.
