There's a system in place on the Scratch forums that prevents you from posting within 60 seconds of your last post, commonly known as the “60 second rule”.

You didn't really create a hulabaloo. When you create a suggestion on the Suggestions forum, people will always state their pose on whether it is a good idea or not and give reasoning. To me, it's a normal topic.

No support. While you could argue that any abuse cases (i.e “follow request rejected, I only want my followers to be high-quality Scratchers”) are easily resolved with a report button, following isn't like a friend request - anyone can just follow you freely, and all it does is notify them if you love/fave/share a project, or join/get promoted in a studio.
