3D is already possible in scratch, but you have to implement it yourself.
If you can't implement 3D already, and require 3D blocks, you must not be that good at scratch.
Also, only for scratchers? What's the point of that? New scratchers are more likely to have to use these new 3D blocks, as everybody that has been using scratch for 2 weeks (minimum amount of time to become scratcher) should at least know simple 3D without lighting.
But there hard! And some scratcher put up this idea when I was searching Virtual Reality

7. 3D ScratchYour suggestion seems to be rejected. Make sure to read the stickies before suggesting anything!
Scratch is a language that is designed to be as easy as possible for beginners to pick up. Adding 3D would make the language extremely complicated, and much more difficult for beginners to understand. There is a sister program to Scratch that contains 3D features, called Starlogo TNG. However, a different group has started developing a 3D version of Scratch that you can see at www.scratch3d.org. You can also try Alice, which is different from Scratch but has a bunch of stuff in common.

I know this is 3D But These are some rulesThe Scratch Team said it will be difficult if they try to implement 3D. However, there is a way to simulate 3D using existing blocks.

Sorry, but we really mean it when we say that we don't intend to add 3D to Scratch. Among other things, Scratch is designed to be minimal and easy to get into, without any artificial gates on progress. 3D capabilities would hugely add to Scratch's complexity and only distract from the core goals of creative expression and programming fundamentals. If you want to try your hand at 3D projects, take a look at some of the alternatives suggested in the rejected ideas thread.
Thanks, and keep thinking of ideas!
